Our Mission

Save KVEC is a grassroots watchdog effort formed by concerned residents of Keokuk, Iowa. Our mission is to bring truth, transparency, and community oversight back to the Keokuk Volunteer Emergency Corps (KVEC) — an organization that has lost the public’s trust under the control of Dan Tillman and his wife.

What was once a respected volunteer emergency unit has become a cautionary tale of unchecked leadership, alleged deceit, and crumbling integrity. Under Dan Tillman’s direction, KVEC has been accused of mishandling resources, intimidating volunteers, retaliating against dissent, and operating behind a veil of secrecy. We refuse to let a public-serving organization continue down this destructive path.

Why We Exist

  • Public trust can only exist when there is complete transparency.
  • No one is above accountability, no matter their title.
  • The people of Keokuk deserve to know what’s happening behind closed doors.

The Damage Done

Through a pattern of manipulation, favoritism, and false narratives, Dan Tillman and his inner circle have created a culture of fear and silence. Good volunteers have walked away. Community confidence has plummeted. And those asking questions have been pushed out or ignored.

What We’re Doing About It

Save KVEC is collecting testimony, investigating records, empowering whistleblowers, and demanding action from city leaders, emergency service authorities, and the media. We are not here to quietly watch — we are here to hold this broken system to the light.

Through tipline reports, public documents, eyewitness accounts, and volunteer voices, we are assembling the full picture. The goal is reform, not revenge — but we will not shy away from naming the problem: Dan Tillman’s leadership has failed Keokuk.
